PASSA to Regenerative Homes

PASSA to Regenerative Homes is a community-led regenerative housing initiative implemented in climate-vulnerable regions of Vietnam. Through the PASSA (Participatory Approach for Safe Shelter Awareness) methodology, communities assess risks, mobilize existing resources, and co-design solutions to improve their homes, living environments, and resilience to climate and disaster risks. The regenerative housing model combines traditional knowledge with safer construction techniques, including brick lower walls to prevent water intrusion and pests, cement-based floors for a strong foundation, reclaimed timber columns and recycled wooden wall panels, as well as interconnected structural components that enhance overall stability. Climate-resilient design features such as extended attic gables, durable timber roof frames, and heat-resistant zinc roofing help protect homes from heavy rain, strong winds, and extreme temperatures while eliminating hazardous asbestos roofing. Between 2021 and 2024, the project improved housing and sanitation conditions for 300 vulnerable households, directly benefiting more than 1,500 people across Lao Cai, Quang Nam, and Kien Giang provinces. By building on local assets and reusing available materials, housing improvement costs were reduced by 30-60% compared with conventional rebuilding approaches. Notably, communities have continued to replicate the model independently after project completion, and elements of the approach have been integrated into Vietnam’s National Target Program in Lao Cai Province. Beyond creating safer homes, the project strengthens long-term resilience, environmental sustainability, and community-driven systemic change.
